Clark County March 19, 2010
The regular meeting of the County Board met March 19, 2010 at 8:00
A.M. and was called to Order by Chairman John Hammond.
County Clerk Bill Downey led the pledge of allegiance.

Motion by Todd Kuhn and second by Ted Perillo to approve the minutes
of the February 19 meeting. The Chairman put the question and upon
the roll being taken all members present voted “aye”. Whereupon the
Chairman declared the motion adopted.
Motion by Leroy Ingrum and second by Jerry Lowery to approve the
General Claims. The Chairman put the question and upon the roll
being taken all members present voted “aye”. Whereupon the Chairman
declared the motion adopted.
Motion by Ted Perillo and second by Leroy Ingrum to adopt the
attached Highway Resolution to award the bid for Section
09-00268-00-DR to Feutz Contractors for $475,526.50. The Chairman
put the question and upon the roll being taken all members present
voted “aye”. Whereupon the Chairman declared the motion adopted.
Highway Engineer Dallas Richardson addressed the Board and went
through the attached highway agenda.
Motion by Todd Kuhn and second by Jerry Lowery to approve County
Highway Claims. The Chairman put the question and upon the roll
being taken all members present voted “aye”. Whereupon the Chairman
declared the motion adopted.
Motion by Ted Perillo and second by Todd Kuhn to approve jail
claims. The Chairman put the question and upon the roll being taken
all members present voted “aye”. Whereupon the Chairman declared the
motion adopted.
Motion by Leroy Ingrum and second by Don Stephen to accept all
Office reports for February 2010. The Chairman put the question and
upon the roll being taken all members present voted “aye”. Whereupon
the Chairman declared the motion adopted.
Carla Zachary, County Ambulance Coordinator, reported on some
ambulance repair and upcoming work on the West Union ambulance
building. Tiffany Macke, County Economic Development Director,
reported on upcoming meetings and possibly getting Doug Littlejohn
to fulfill an open spot. There will be an informational meeting in
the Board Room on April 7 at 5:00 p.m. in regards to the available
recovery zone funds. Ted Perillo reported that the jail project is
doing its last big concrete pour and next week they plan to set
cells. They are a little bit behind schedule but still hoping to be
done by the end of June. The Board discussed whether the Health
Department should pay the money owed for back deductibles paid by
the County. The Board decided to not go back.
Treasurer Sheri Higginbotham asked the officeholders to try to hold
down expenses. She reported that a great deal of the money that is
owed to the County from the State is many months behind and some is
over a year behind. Todd Kuhn and John Hammond attended a recent
meeting that stated the County will not receive a great deal of
those funds. Don Stephen reported that the Casey Senior Center is
also being affected by State cuts. The Casey Mayor has allowed the
County Probation offices to continue to meet at City Hall.
Motion by Ted Perillo and second by Todd Kuhn to agree to the
attached Administrative Order in regards to the appointment and
terms and conditions of L. Kaye DeSelms (now L. Kaye DeSelms Dent)
as the Clark and Edgar Counties’ Public Defender (see attached
signed Order). The Chairman put the question and upon the roll being
taken all members present voted “aye”. Whereupon the Chairman
declared the motion adopted.
Motion by Leroy Ingrum and second by Todd Kuhn to allow the Lions
Club to paint the gazebo and the outside bathrooms and the County
will pay for the paint. The Chairman put the question and upon the
roll being taken all members present voted “aye”. Whereupon the
Chairman declared the motion adopted.
Warren Le Fever reported on the Census and that the Clark County
Park District is considering building a Water Park. Clark County
presently has 17% unemployment. Mary Lou Cornelison noted that a lot
of unemployed do not work here but do live here.
Motion by Leroy Ingrum and second by Ted Perillo that the preceding
bills as listed in the County Board record be approved. The Chairman
put the question and upon the
roll being taken all members present voted “aye”. Whereupon the
Chairman declared the motion adopted.
Motion by Ted Perillo and second by Jerry Lowery that the one day
and mileage claims be approved. The Chairman put the question and
upon the roll being taken all members present voted “aye”. Whereupon
the Chairman declared the motion adopted.
Motion by Todd Kuhn and second by Don Stephen to send Robinson High
School a letter of congratulations on their recent basketball State
Championship. The Chairman put the question and upon the roll being
taken all members present voted “aye”. Whereupon the Chairman
declared the motion adopted.
Motion by Don Stephen and second by Ted Perillo that the meeting be
adjourned until April 16, 2010 at 8:00 a.m. The Chairman put the
question and upon the roll being taken all members present voted
“aye”. Whereupon the Chairman declared the motion adopted and the
meeting was adjourned at 8:51 a.m.
